About TFF

Our mission is to contribute to traffic safety, both in Sweden and for Swedish road users abroad.

We are an organisation for cooperation between insurance companies that sell motor third party liability (MTPL) insurance in Sweden and form an important part of the Swedish motor insurance system. TFF was established in 1929 when MTPL insurance became compulsory in Sweden.

Our operations are governed by laws and regulations, primarily the Motor Traffic Damage Act and the Motor Third Party Liability Insurance Ordinance. The Government determines our statutes and we are subject to supervision by Finansinspektionen (the Swedish Financial Supervisory Authority).

Our financing

All insurance companies that sell MTPL insurance in Sweden under the Motor Traffic Damage Act must be members of TFF. Our revenue largely consists of the MTPL insurance charge and is used to finance our activities. However, the cost of the claims we pay compensation for is always higher. The deficit is paid jointly by TFF’s members through an annual contribution based on their market share of MTPL insurance.

The many different skills represented at TFF range from customer services case handlers, claims handlers and lawyers, to IT developers and business developers. In all, we have a staff of about 120.

This is what we do


Settle claims

We settle claims caused by unknown, uninsured and in some cases foreign vehicles required to have MTPL insurance. If such a vehicle causes damage or injury there is no insurance company that can pay out compensation to those affected. That is when TFF helps. The money we receive from the MTPL insurance charge contributes to the compensation of people who have been injured or had property destroyed by these vehicles.


Levy MTPL insurance charges

We levy a MTPL insurance charge from owners of uninsured vehicles that are legally required to have MTPL insurance. By law, a person who owns a motor driven vehicle must have a MTPL insurance policy from the first day of ownership. A person who does not insure their vehicle must pay a charge to TFF for each day the vehicle is uninsured.


Collect unpaid insurance claims

Some insurance companies transfer their claims for unpaid premiums and excess payments to us.


Act as the Swedish Green Card Bureau

This means, among other things, that we guarantee that the injured party receives the compensation they are entitled to, if a Green Card has been issued for a Swedish vehicle and the claim arises in a country that is part of the Green Card system.

The Green Card system means that motor vehicles can drive freely between countries that are part of the system. This is possible since the home country’s MTPL insurance is also valid in the other countries.


Hold the role of Compensation Body

In all EEA countries there is a Compensation Body. In Sweden, we fulfil that role. If a resident of Sweden is injured in traffic outside Sweden, but within the Green Card system, in our capacity as Compensation Body in certain cases we can step in and settle the claim. We do this if the vehicle that caused the claim is from an EEA country other than Sweden and one of the following circumstances apply:

  • The vehicle is uninsured or unidentified.
  • The vehicle is insured but the foreign insurance company has no claims representative in Sweden.
  • The foreign insurance company or its Swedish claims representative is clearly protracting settlement of the claim.

Act as Information Centre in Sweden

If a vehicle within the EEA is involved in an accident, we can obtain information about where the vehicle is insured, to the extent that we have access to the data.


Hold the role of Swedish Guarantee Fund

We are the Swedish Guarantee Fund and responsible for compensation if an uninsured Swedish vehicle causes damage or injury abroad.


Act as Sweden’s Insolvency Body

There is an insolvency guarantee scheme in the EU to ensure that victims of road traffic accidents are compensated even if the insurance company becomes insolvent. Insolvency means compulsory liquidation, bankruptcy or similar. 

We serve as Swedish insolvency organisation. This means that we represent our members and ensure that anyone resident in Sweden receives compensation if a motor insurance company in the EEA becomes insolvent, if this occurred after 22 December 2023.

The compensation that may need to be paid is financed by the joint and several liability of our Swedish member companies (the companies licensed by the Swedish financial supervisory authority, Finansinspektionen).


Handle industry-wide issues

We deal with matters concerning motor driven vehicles that are common to insurance companies in Sweden. The work is carried out through the Motor Insurance Committee in areas that do not compromise competition and where cooperation benefits both the insurance companies and their customers.

In the area of personal injury we manage the Personal Injury Committee together with the industry organisation Insurance Sweden. This work aims to provide the conditions for consistent assessments of high quality in the area of personal injury.


Act as referral body

We often act as a referral body on matters concerning motor insurance. Our role as a referral body is to be objective and independent. We are to present the industry position on current issues as well as reporting on current legislation.


Administer an office for the Road Traffic Injuries Commission

We administer an office that receives cases for the Road Traffic Injuries Commission. The purpose of the Road Traffic Injuries Commission is to ensure that people injured in traffic receive fair and reasonable compensation based on legislation and practice, regardless of the insurance company that handles or pays the claim.
